Caller ID spoof masks real callers

A US company called Star38 will market a service where by law
enforcement agencies will be able to spoof the name and/or number
displayed in caller id enabled phones/boxes.
Originally the company intended to market the service to debt
collection companys but Star38 said it will not do so.
A New Jersey-based Camophone says it will perform the service on a
call-by-call basis for a fee of $5 and up. The company said it
recognizes that the service could be abused but insists its intent is
to help customers protect their privacy.

Clarification: Camophone service is available for 5 cents (US$) per
minute.
